My Lord,

I have the honor to forward a copy of Ordinance No. 15, being "the modification of that originally drawn but suspended previous to coming into operation as stated in my Despatch" No. 66 of 6th November.

In lieu of payments for the delivery of Registration Tickets, a fine is imposed on those neglecting to register; and householders above a certain class are required to fill up a blank return for the purposes of a Census.

There is a necessity for such Ordinance in this Colony, for police purposes.
